Question about Outlook Express

I am logged into my account but cannot see the inbox/outlook. rest of all is working fine. 

My account is "temporarily blocked". There is no obvious reason for me, neither does the website tell anything specific ("maybe spam, or violation of the service terms, or...).

Unblocking the account online is not possible, every time I try to log in I get that error message, and the help-page suggested lead back to the log in page which leads back to the error page...

The people on the hotline couldn't find a reason for the blockage either, at least they told me its not due to any unpaid bills. The only suggestion was to write here, which is ironically only possible after login...

So this is a newly created account, the account I'm trying to access is "*** Email address is removed for privacy ***".

I'm using Skydrive and Xbox, luckily not E-Mail.

I can receive my emails, but cannot reply or send a new email.  This started about 3 days ago.  What has changed?

I have several Outlook accounts. I would like to cancel the original account that I used to open the rest. If I close the original account, will that action close all of the linked accounts?

 I got cut of f live chat, taking a while to get back due to using another site, and was talking  to Hanzel R who tried to help, and i FELT ACCESS PREVENTED.   sHE GOT ME TO SAY THE SENT BOX LOST FOR A MINUTE EARLIER THEN CAME BACK AND I COULD NOT LOAD A VISION 2 LEARN ASSESSMENT, AND THE SYSTEM SAID ATTACHMENT SYSTEM BREAK ERROR AND VARIOUS COMPUTER ERRORS IN SHEFFIELD COMPUTER CAFE THEN I SWAPPED SYSTEM AND IT IS STILL AS BAD APART FROM COMPUTER GIVING BETTER GENERAL ACCESS. THE LAST ONE TIMED OUT. CAN I REJOIN AND GET HELP. I REPEAT HERE WHAT I PUT TO HANZEL R BEFORE TIME OUT. SORRY I FELT IT MAY TAKE TIMEFOR YOU TO REPLY AND USED ANOTHER SITE LEAVING  THE TAB OPEN. My Hotmail account has been hacked and people from my contacts has been sent emailed with virus links for the past 4 days. During this time i have changed my password multiple times and I have been only using internet from two different secure locations (home and work). I am at ends meet and just about to delete my account completely.
