This problem has been posted MANY times, and always results in Microsoft doing some secret "tweaking" of the affected Outlook.com account to get the problem resolved.  Well, I'm also having the problem and my account needs the magic tweak.

The problem:
I'm using Android's (4.3) native Email app to access and sync my @outlook.com email, contacts, and calendar.  When I first add my account to the Email app, most of my contacts are quickly brought down to my phone (not sure why there's a couple that never get synced, but I've got bigger problems right now).  So far, so good.  The problem is that after that initial sync, the contacts are never synced again - not automatically nor when I explicitly tell Android to sync the account.  Specifically:
  • Changes made to a contact directly on the phone (using Android's native People app) are never synced back to the server
  • Changes made to a contact directly on Outlook.com via the web are never synced back to the phone
  • The addition or deletion of contacts also fails to get synced
The only way to get my contacts synced again is to delete my account on my phone and re-enter it.  This is totally unusable.

Please work your magic on my account so that 2-way sync will work like it should.
