You must use the settings I gave for all your different Rogers accounts. I'll post them again here for convenience:

Right-click on the account name in the folder pane and select Properties.

  • On the Servers   tab 
    • Ensure that the incoming (POP3) server name is pop.broadband.rogers.com  
    • Ensure that the outgoing (SMTP) server name is smtp.broadband.rogers.com
    • Ensure that the Email username  is your full email address
    • Select Log on using clear text authentication  
    • Select My server requires authentication  
       
  • On the Advanced   tab 
    • Select This server requires a secure connection (SSL)  for both incoming and outgoing mail.
    • Change the server port for outgoing mail to 465  
    • Change the server port for incoming mail to 995  

  • Click Apply and OK  
  • Remove any unsent messages from the outbox (below the account folders in the folder pane), then close down Windows Live Mail and wait a few minutes while the program does its housekeeping and stores the new security settings.
  • Re-launch the program, compose a new test message with a unique subject and send it to yourself.

Post any new error message in your reply.

I also have the same problem, i have done the above settings as show above but i have only one change  : 

Ensure that the incoming (POP3) server name is pop.broadband.rogers.com   

When i do this setting my incoming mail server on my computer is showing as IMAP and not ( POP3 ) as shown in your settings, rest all is same as per your mail and i have changed all the settings as per your settings shown above but i am unable to lowdown or send any message in my Hotmail account.

Please advice what should i do.
