Can’t send email from Outlook 2011 on a Macintosh

I am using Microsoft Outlook 2011 on a MacIntosh and I cannot send email messages. This just began happening. On the bottom right of the email page is a message "Connecting securely to smtp.live.com" when trying to send the message, but the message never sends.
