I have been having the same problem since I signed up with .com account.  I either don't receive the emails PERIOD or they are thrown into my junk mail even when listed on safe sender page.

I got so frustrated that I reversed the forwarding of my normal Hotmail account and now have the .com account sending into my normal Hotmail account but am now getting duplicate of almost everything. This is truly frustrating and costly - the only reason for paying for and signing up on the small bus was to get my outlook every where because 365 home premium does not include outlook....this has been an extremely costly experience and still unhappy and not accomplishing much.
