Can’t add account or alias on domains.live.com due to waiting period

I have recently removed an account from my domains.live.com pool to attempt to add it as an alias to another account (using the external tool of wlalias, but I am getting the error of:

"SoapException
Error 9003: Passport error."

If I try and create a new account with this address I get the following error message:

"The requested account name is already in use or was used in the past and has not been through the required waiting period to re-use."

I have successfully been able to add other aliases to my account using this tool.
