I am having the same issue and also have tried uninstalling and re-installing the software. Clicking the 'Work offline' button in the status bar to change it to 'Work online' just brings up the following error: 

Unable to send or receive messages for the Hotmail (myaccount) account.

Server Response: An error has occurred.
Windows Live Mail Error ID: 0x8004108C
Protocol: NNTP
Port: 0
Secure(SSL): No

Simply cannot turn off the 'Work Offline' mode. Any resolutions regarding this?
