cannot get to my outlook hotmail

I am TRYING to get access to my mails Through Outlook. Has Outlook abandonned its customers ????  Is this a way to tell us to GO TO ANOTHER SERVER ????

PLEASE LET ME KNOW SAP !!!!!!
