Cannot add email accounts

I have had an outlook.com account for some time but cannot add any email accounts. I receive this message: 

You need to verify your account before you can add a new account. Or just keep using your Outlook account for a few more days. The delay helps us discourage spammers. Sorry to get in your way.

Now I have verified my account a while back and I have remained logged in to outlook.com for several days straight to no avail.

Please help!
