Cannot Add Contact to Messenger

I cannot add a new contact to messenger. Each time I try I receive this error:

This page is temporarily unavailable

We're sorry, there was a problem showing this page. We experienced some technical difficulties retrieving the content.

Steps:

outlook.com => Outlook drop down menu and click on People => Manage (drop down menu) => Invite on messenger => Enter friend's address => Error page

I checked my service status page and everything is fine (all green checks).
