Can Not Send Photos In E-Mail

I have Windows 8.1 - 64 bit . . . . I am getting the following bolded message when I try to send photos:

Unable to send or receive messages for the Hotmail account.

Subject 'Photo of Gracie Taken Yesterday - 07 19 16'
Windows Live Mail Error ID: 0x8007007A

Help!
