I upgraded to Windows 8.1 RTM from Windows 8.0; I do not know if it was coincident or not but the contacts & calendar items that I update in Outlook 2013 are not showing up in Outlook.com even though Outlook says "Connected" and "All folders are up to date" (in UGLY CAPITAL LETTERS).
