Outlook.com is only sending att.net email
NOT receiving.

Has worked for years... nothing was changed on my end:

We couldn't sign in to your POP3 server. Please make sure your username and password are correct.
This account is set up to send and receive emails through your provider's SMTP and POP3 servers.
