I can't send emails containing attachment's using Windows Live mail,

I have two Computers with the same problem, one is win 8.1 and the other is win 7, I find the photo I want to send and right click to send to email recipient, the photo is attached to a new email, when I press send it gets stuck in the Outbox and never goes. The photo is 300KB and I have fast optic cable internet, the internet provider has checked their system for me and says the problem is very likely with Windows Live Mail,

I have tried the Windows live repair to no avail

The problem started about a week ago

I just hope someone might be able to help

I am using Windows Live Mail 2011 but I changed from Win Live mail 2012 because I was having the same problem with that as well
