Address that is not blocked gets a message that I can’t receive email from them because they’ve sent “too many unwanted emails”.

I've been communicating with this person for over a year, never blocked them or marked the address as "junk". The address is excite.com. Is that their problem or mine? Her other address (from a tablet) works just fine.
