I've been a SkyDrive user for a very long time and I can't find the free upgrade to 25GB anywhere?

I have for some time ago deleted all the files in my SkyDrive, maybe that's why the free 25GB upgrade isn't available, because the Live team didn't think I was using Skydrive?

I plan to use SkyDrive a lot more now with my brand new Lumia 1020 phone.

Please advise on how I can get the 25GB for free.
