0x8DE20003 error 5102

Hello,
Currently having trouble receiving emails.  I receive server error 5102, sync.aspx, 0x8DE2003.
I did what a few moderators recommend regarding re-setting up the account.  I re-setup the account in Windows Live Mail 2011 but continue to have the same error.
