Unable to delete emails

I am using Windows Live Mail and Hotmail.  After reading emails in my inbox I move any unwanted ones to the deleted mail box. I then try to empty this box and initially it shows as empty.  However if I then shut down my email connection and then reopen, some of the emails have returned, either to my inbox or to the deleted email box.  Only the heading of the email has reappeared, there is no text, and there is a message to tell me that the message has not been received.   How can I fix this?

I can get to Outlook but it is old mail. It won't update. I even sent mail to my account from my phone and it never appears. I used to have the Hotmail envelope icon on my desktop. Windows 10 is just as horrible as windows 8 was!

A long time ago I uninstalled Windows Essentials (for some reason I dont remember) and today I tried installing it again with the offline installer (wlsetup-all.exe) and it said all of the programs were installed even though I uninstalled them. Can someone please answer if there is any possible way to fix this, im desperate
