Question about Outlook Express

I cannot send or receive any emails from my Windows Livemail 2012 account.  I keep getting the following message:-

Unable to send or receive messages for ........................................ account.

Server Error: 3219
Server: 'https://mail.services.live.com/DeltaSync_v2.0.0/Sync.aspx'
Windows Live Mail Error ID: 0x8DE00005

I have uninstalled the programme and reinstalled the programme but to no avail.

Windows Live Mail stopped recently with the error:

How do i fix it?

It appears my yahoo acct. has been compromised.  I've tried resetting my password 6 times, and each time the alert says email and password are incorrect.  Each account key is also incorrect, so I cannot get through.

Yahoo doesn't allow you to replay or contact them, so therefore, I would like to cancel the whole thing.  Unfortunately, it doesn't allow me to do that either.  I'm pretty disgusted.

when you right click a photo you don't get either a "security" or "properties" option so you cannot change any setting and anyway if you can it only changes ONE phot.o I want it to apply to all MY photos they are not windows photos they are MINE MINE MINE

When I export contacts from WLM to a CSV file I get some odd things.
eg. Some boxes may have a hidden C/R followed by text because that text starts a new contact followed by the rest but in the wrong columns.

If I study the CSV file using Notepad I see that some fields start & end with quotes but because there is a C/R in between it starts a new line.

What is going on?
