Question about Outlook Express

I am working on a Windows 10 PC, and use Windows Live 2011 to manage my email, contacts and calendars.  Until the morning, all was working fine.  Now when running WinLive 2011, I get the message "There was an error when attempting to connect to the Windows Live Calendar service. If the error persists, check to see if there's an upgrade of Windows Live Mail available or contact a service representative."

I don't understand what I need to do to get this running again the way it was, if that's even possible.  I don't want to lose the PC interface.  My email account is IMAP, yet this still does not work.  What am I missing?  I really rely on this interface to work with my email and calendars.  If I decide to use the Mail program that comes with Windows 10, is there a way to store emails offline folders, and contacts and other items offline as well?

When trying to open "Word" to write anything I receive a message to quote "api-ms-win-crt-runtime:- 11-1-0 dll" is missing.  It suggests re-installing the program. MS updates do not seem to apply.

Where from!, my software (in disc format) is very old going back to issue 3 or 4.being updated over the years. To complicate matters I recently tried to install W 10 and that froze my computer.  It refused to become active on start up and I let "supposed" expects look at it.  And they could not even get my name right.  I tried to return to W 7 and had problems ever since.  They had 2 attempts at sorting it out charg)ing £120 for their first attempt and I refused to pay for their second attempt,

I feel like going back to pencil and paper.

It eventually downloads part of the mail.  But it stalls with this message over and over as I am trying to do various things--download e-mail, open e-mail.
