Question about Outlook Express

Original video file is 1920 x 1080, 23 fps, approx 24,000 kpbs so a 3 min clip = 430 MB.  This file size is too large and I'd like to put together about 5-6 clips to make a short video.  I don't need Full HD 1080p or even 720p.  I want to keep the widescreen 16:9 aspect ratio and found 640 x 360 to be adequate but I don't know what other settings I need to change to make it still look high quality (i.e. small HD if that makes sense).  

I'm saving as an mp4 file 640 x 360, 29 fps, approx 1200 kpbs so a 6 min 40 sec video = 64MB.  While the total file size is what I'm looking for, why does the final output look horrible and grainy and pixelated?  

Can someone help me find optimal settings to make these videos look decent even though they aren't 1080 on a 24" monitor?  I just want them to look good smaller so I can have a fairly small file size in the end.

- For some reason out of no where, in the middle of editing a video, my windows movie maker looked like it just loaded for some reason mid-editing.

- Shen it loaded i couldnt see the video screen, but i could still edit the video.

- So i decided to save and close the client and open the video i was editing

- When i started editing, i cut out a certain amount of my video with "split" 

- Now randomly it instantly takes out everything after the where i did the split.

any suggestions?? im thinking its a glitch..

(clearer) - 20 minutes in the video and im in 8 minutes of editing i press split at 9 minutes and the rest of the 11 minutes disapeared.

should i redownload windows movie maker??

if i delete windows movie maker will my video be gone???

I have been editing a rather large video clip, and if i try to remove half the clip, windows movie maker will crash altogether. I edit gameplay in WMM because its free and renders in HD. I find that it crashes quite a bit with slightly larger files though.

I highly doubt its due to any kind of not having disk space or enough processing, because i have a BEAST of a gaming computer.

That being said i'm very irritated at WMM. I've been editing a clip thats around 2 hours long, right when i got to the end of editing it, i saved it and the program crashed. I tried to reopen it and remove the clip at the end and then save it, to try to reopen the program and then render it. But upon reopening the program: I'm faced with an entirely blank screen. There's half of the little time bar that shows where you'll play, it says theres 29 items (i do jump cuts) But nothing shows up. The preview window is black, and it says its 0 minutes long and stuff. I'm absolutely livid at this current moment in time. 

I've been editing this particular clip for several hours a week over the course of a month or two for gameplay footage, splitting it up and stuff, and now after wanting to get another part done, i either have to start over, or try to somehow fix this so i can see what i'm editing/successfully render it. Please help.
