Having blocked a sender by deciding it is junk i.e. added to 'Blocked List', how do I find that list should I want to remove the block?

I have been using Hotmail account "*** Email address is removed for privacy ***" for more than 15 years and it is our
main mail id for all business and banking purpose. However it has been blocked or hacked since
last 3 to 4 days and we are not able to open or receive and send any mail. the last time we used the
mail account was on 25th October 2013. and this account is used and operated on my blackberry
mobile phone, my I PAD and my laptop and desktop computers.
since last two days i have tried retrieving it through the confirmation text or call on my recorded
cell number but i am not getting any text message. i also filled up questioner form but again was
not successful.
You are requested to look into the matter urgently as it is very important mail id for our business.
and some hackers can misuse it. My alternate email id is *** Email address is removed for privacy ***.

I have multiple email address like xyz@hotmail, xyz@outlook.....
How can I tie all these emails and avoid multiple logins.

I have Windows 8.1 with Internet Explorer 11. I use Hotmail as my mail provider and have suddenly started to get mail alerts on the top right hand of my screen.
The advice on-line is to select File/Options etc...........or Tools/Options etc
This doesn't work in my case, when I select Tools I only get 'More Settings', 'Help' or 'Feedback'.
How do I get rid of these alerts?

I have reset my password 4 times in less then 2 months. I only use my computer for banking and the usual online shopping here or there. We have an anti virus program which we keep running and it still happens. I have no odd sent emails, nothing gets bounced
back to me. It's like they're "spoofing" the sending email address like it's from me, but is really not from my account. I don't know what else to do. HELP!
So I created live.com like 2 years ago and now that msn totally changed I tried to log back to my account and I couldn't , i had to create a Microsoft account and I put the same old email address
which is this one. And 2 days ago I wanted to reset my Instagram password and Instagram sent me an email to my old email account(this one) and when I check my outlock I don't see any incoming email from Instagram. And now I can't get on it cause I asked to
reset my password and I'm not getting the message on this new Microsoft. What do I do now ? Like what happened to all the emails I had from a year or 2 years ago ? They disappeared ? And what happen if someone tries to send me an email? Where does it go ?
I'm really confused, stressed and frustrated cause I wasn't expecting this. I don't like this new update cause instead of putting it more easy we gotta break our heads in order of how to use it or understand it .. All I want to know is that if I could get
