I cannot receive my email and continuously get this error message

How does Skydrive actually work in terms of syncing. Does it always sync upwards from computer to Skydrive. I have two computers. If I sync the desktop first should it sync from Skydrive to the laptop when I connect or will it sync upwards from the laptop thus restoring Skydrive to a previous time. Looked everywhere for an answer but no luck.
Since I set up my new computer yesterday, the "full view" button quit working.
I recently purchased a new Dell Inspiron Laptop. The Family Safety web filter and monitoring does not work at all. I have been through multiple threads here regarding similar issues and have tried all the suggested solutions. None of them work at all. I have my child set to only access the allowed sites. I log in as him and I can access any site I want. I blocked a certain site, just to see if that would work, nope, I could still access it. When I look at his monitoring report all I see is that he viewed msn.com even though I used his account myself to access a variety of other sites. I have deleted him, made him a local account, connected him to a microsoft account, changed the settings locally, changed them on the family safety website, nothing matters. I am at the point where I think the whole thing is bologna. Someone, please, prove me wrong, cause I am desperate for a way to protect my child without keeping him living in the dark ages as he says, by not allowing him internet access at all. 
I was working on my e-mail, moving messages from inbox to their categories when 1/2 the page on right side appeared a Messaging area, I don't do messaging with people online, but, what bothered me the most was there was no way to delete it. Then when I tried the only option I had by clicking on the tool icon, somehow all my task bar disappeared, the delete, move, archive, junk, etc., now I've wasted over three hours searching your site for an answer to no avail. Please let me know how I can resolve these problems.  Respectfully, Babs 

P.S. I did the best I could choosing from options below, however, there was no category for disappearing task bars.
I set up new password but after a few hours it does not says password is incorrect.  When I try to use email on my phone it says cannot connect to server
Hi, 

All my emails in the Inbox are missing since before 30.09.2013. Emails on 30.09 are there. The emails moved to folders are also still in the folders. 

When I checked my email in my Phone and Tablet, they are all there even after syncing. So, the emails are only missing when I access Hotmail through internet browsers (Chrome and Firefox). 

I have already cleared cache and cookies but to no avail. 

Please do help me!!

I think my email account was compromised as a spam email was sent from it and I was asked to change my password. I can access my account and send emails, but I am not receiving emails. I need this sorted out urgently as I receive work emails to this account. Please help. Thanks.
All my emails end of may-beginning of September are gone, and suddenly yesterday all September up until the 23rd are gone. 
It includes flagged holiday reference emails for which I have no way now of doing online check-in for my flights as i dont have the reference number.

I really need to get these email back so any help appreciated.
