Question about Outlook Express

I have been receiving tons of junk mail and spam.  I am following the steps listed to eliminate it - choose email, click "JUNK" then choose it from the JUNK folder and choose "BLOCK".  However, I keep getting the same emails from the same senders even though I have done this multiple times!  

1. How do I block spam and junk effectively?  If I can't get this to work then...

2. How do I get a new Outlook email?  When I try to sign up for a new Outlook account I keep getting sent back to open my current account and there is no option to add another account.  I don't think an alias is going to help, as the original email will still exist and still keep receiving junk!  

Any suggestions?  

Hotmail contacts at https://outlook.live.com/owa/?path=/people won't sync my changes reliably. I am trying to delete contacts, but they keep showing up in a few days. 

How can I permanently delete these contacts?

My wife has been successfully using windows live mail to access AOL.

Yesterday [After the most recent windows update, I think], her account disappeared from the application.

archived folders are present, but not her current inbox.

What happened and how do I fix it?

I tried "restore previous version" but the program states there are no previous versions.

I have Windows 10 on my Desktop. I have just loaded Microsoft office 2016 on my desktop I have Word, Excel, Outlook. The problem I'm having is with Windows Live, it will not open emails, it will open my contacts. I have outlook and that will open emails and contacts. I keep getting a message on my screen that says my account setting is out of date, I go to top of my screen and open message and the message has my email account sign in and it ask me for my password I put password in and it still tells me my windows live account needs updating. What I want to know were do you go to update the account.

I am unable to sign into my live.com acount, as every time I request live.com on the address bar, the outlook program opens my wife's email account at hotmail  my email address is *** Email address is removed for privacy *** and my wife's account is lizkc@hotmail.  How is this happening.

I'm having some problems with editing a behind the scenes video on my second channel.

I want to place a text box to block off my real name (which I've blocked off in red using the Snipping Tool, not Movie Maker), but it's too high up on the screen for me to be able to block it off. Is there anything I can do to fix this?
