Question about Outlook Express

I think my last question was lost when I started to close this function so repeating it

on Windows Live Email 2012 I can no longer see the list of mailboxes on the left side of my screen, above the STORAGE FOLDERS which are usually at the bottom. This means I can't access my INBOX or SENT MAIL

I go onto an old computer and check email right now but this is inconvenient. Or check it on my iphone. Works well on either of these.

When I go on help I am told I need to download the new Outlook email. I haven't tried this because I don't want to lose the emails in my INBOX on WLE 2012

Questions:

How can I get those boxes (inbox, sent, etc.) to appear again on WLE 2012?

if I do have to download the newer Outlook email, will I lose all my emails from WLE 2012 

I am older with limited computer skills so if you can answer the simplest term possible that would be great.

I recently purchased a Dell laptop with Windows 10 and installed Windows Live Mail. All was ok for 2 days but then received a message  Unable to send or receive messages for xxx account. Time out occurred while communicating with server.

Error: 0x800CCC19

Protocol: POP3

Port: 110

Secure (SSC): No

Any ideas on how to resolve the problem?

Win 10 : suddenly, one of my 2 accounts won't let me sign in. The other works after the delay waiting for 'authorization' for the first. Asks for password, then says error 800ccc92, and 800ccc19. Help!
