Question about Outlook Express

Can receive but not send mail - just started today.

Windows 10.

All of a sudden, I cannot send email from my Live Mail Windows 7 program on my desktop.  I can receive OK and if I go to the ISP web site I can send from there so there is no internet or ISP problem.  I was fooling around with OneDrive and DropBox trying to send pictures from them and that's when the problem started, but I have no idea where to go from here.  Any help would be appreciated.

I know this is probably a post that has been repeated before sorry.

I have recently had my laptop rebooted due to issues with its performance prior to this I upgraded to windows 10 from 8.1 and I had windows live mail for emails.  The laptop has now been restored with windows 10 however windows live appears to be no longer available. How do I retrieve my emails from windows live?
