Never had this before windows 10 but that might be a coincidence. Tried repairing all windows essential programs says successfully repaired) but still problem persists. Tried uninstalling and re-installing WIndows Essentials but problem still persists. Also contact list is blank (there were over 100 contacts on it but they have gone). Any ideas anyone?

Are you getting any error message while using outlook or while sendinf / receiving emails?
If so then include the complete exact error message and also when you get this.
I have the same problem Arshad Kahn. The error message I get is:
Log onto incoming mail server (POP3): Your incoming (POP3) e-mail server has reported an internal error. If you continue to receive this message, contact your server administrator or Internet service provider (ISP). The server responded: -ERR Exceeded the login limit for a 15 minute period.
I don't know who to contact. My email address is *** Email address is removed for privacy *** if that gives you any information. I assume it is msn.com but I don't know how to get in touch with the server administrator, or if there is even one I can talk to.

A perplexing problem started a few days ago. Some (an apparently random few) messages I have read and filed in my Hotmail folders are being moved to the junk folder. I move the messages back to their original folders, but the next day when I start Windows Live mail, the same messages reappear in the junk folder. I tried adding the sender to the safe sender list and changing the junk email setting to a lower level, but the messages reappear in the junk folder the next day. Some of the messages are a few months old and some are several years old. They were not sent to the junk folder when I originally received them, and they have been filed in their folders for weeks before this problem started.
