Question about Outlook Express

Hi was hoping someone could help me fix error message  0 x 85002012 unable to sync emails in Hotmail

why suddenly I can't delete any emails from Deleted folder? how I can do it?there are about 14000 there

I am trying to delete some contacts and add new

DELETING:

I go into the Contacts, highlight the contact I want to delete, it tells me that contact will be deleted from Outlook| Hotmail, I hit ok. But it doesn't delete!

ADDING:
I right click the email address and highlight add to contacts, fill in the info and when I hit 'add the contact info', it comes up w/an error msg saying that contact info cannot be saved, check info and please try again

I have been using windows live mail with my charter email account for 3 years and have had no problems. Now all of a sudden I cannot send emails, but I can still receive them. I get this error message:

The connection to the server has failed.

Does anyone have any idea how to fix this/
