Question about Outlook Express

I have my  windows live account for years and now for the last 8 to 10 days when signing in it comes up with:

unable to send or receive [so unable to get into my account] 

server error: 3219

I have the normal package of Microsoft home office and student 2010 [ so not sure what category]

I have TWO Hotmail Accounts (Personal and Business) on my Windows Live Mail 2012 App on Windows 7 (Version 2012 (Build 16.4.3528.0331).  One works just fine and the other just recently in the last 2 weeks has been getting this error when trying to receive or send:

Unable to send or receive messages for the Hotmail (****************) account.
Server Error: 3219
Server: 'https://mail.services.live.com/DeltaSync_v2.0.0/Sync.aspx'
Windows Live Mail Error ID: 0x8DE00005

What the he*l has Microsoft screwed up now?? I am getting so frustrated with MSFT, between ZERO support on the well known Windows 7 Update issue, strong arming Windows users to switch to Windows 10 and no this Email problem that it seems has affected THOUSANDS of users!!!

I have looked for the Option to turn off HTTPS and there just ISN'T any place in the Options to do this. Been there tried that.

I recently downloaded Windows Essentials which includes the Windows Live Photo Gallery. The selection of Editing Tools is pretty basic and I prefer more bells & whistles-type tools.

I saw a button which says "Download More Photo Tools". Unfortunately when I click on that, no downloadable photo tools link appears---just the Questions and Answers forum. I'm not a developer, so I don't need Visual Studio Pro Tools 2 (which is the only mention of photo tools. Is that a feature no longer available?

You must use the settings I gave for all your different Rogers accounts. I'll post them again here for convenience:

Right-click on the account name in the folder pane and select Properties. On the Servers   tab  Ensure that the incoming (POP3) server name is pop.broadband.rogers.com   Ensure that the outgoing (SMTP) server name is smtp.broadband.rogers.com Ensure that the Email username  is your full email address Select Log on using clear text authentication   Select My server requires authentication     On the Advanced   tab  Select This server requires a secure connection (SSL)  for both incoming and outgoing mail. Change the server port for outgoing mail to 465   Change the server port for incoming mail to 995   Click Apply and OK   Remove any unsent messages from the outbox (below the account folders in the folder pane), then close down Windows Live Mail and wait a few minutes while the program does its housekeeping and stores the new security settings. Re-launch the program, compose a new test message with a unique subject and send it to yourself. Post any new error message in your reply.

I also have the same problem, i have done the above settings as show above but i have only one change  : 

Ensure that the incoming (POP3) server name is pop.broadband.rogers.com   

When i do this setting my incoming mail server on my computer is showing as IMAP and not ( POP3 ) as shown in your settings, rest all is same as per your mail and i have changed all the settings as per your settings shown above but i am unable to lowdown or send any message in my Hotmail account.

Please advice what should i do.

I'm unable to read any messages or create a new message.  The screens act like they are popping up but I can't open them.  I have tried the repair option through the control panel - programs and that didn't fix the issue.

4 days ago my email account stopped working, sync error: 3219.

I have used the autosetup for @msn.com

I tried to remove my acount and add again, but I still got a sync error.

Now I tried IMAP as instructions tells on several internet pages. The sync of my inbox now works, but due to sending emails a sending message error occours:
