someone is using my outlook address to send phising emails to my contacts. i’ve changed my password several times and it’s still happening

Hi, 
Someone is using my outlook address to send phising emails to my contacts. I only know this is happening because of the log of failed deliveries. I've changed my password several times and it's still happening. I think some of these sites are responsible as they are listed at the bottom of the messages;

I have never visited any of the aforementioned sites and i'm quite vigilant about disclosing my email address online. I'd really like to know what started this and how to stop it.

Live.com has blocked my iphone from asking to save passwords on my iphone

My iphone won't save passwords because it says live.com has blocked this ability. Who, what is live.com? How can it make decisions for me? I have to fill in passwords so often it's ruining my iphone experience. I am saving up for a Mac. Microsoft have made things so difficult for me. Apparently I have more than one outlook account, so I cannot use iCloud - but I can't find two? Outlook will not sync to my yahoo mail account because it cannot access my outlook data file. It's very frustrating because there's no clear instructions and I become so confused I give up without using the benefits of my new iphone. Has anyone some clear definite advice please? Please remember that I'm not a computer geek but a person scrambling his way through the maze of mixed messages.

Recently, when running up Outlook 2010, I am adding a folder under "Outlook", ".contacts" with the following name. " the file so that changes to the file will be reflected in your item." There is no content in the folder, sometimes I can delete the folder and sometimes I cannot. Has anyone experienced a similar problem??
