Question about Outlook Express

I can record with a webcam with no problem. Looks and sounds great during recording. When I click stop the video I just recorded will usually load directly onto movie maker for viewing or editing. This never happens now. I get 7 seconds of a dark timeline bar. And it's always 7 seconds. 

I problem right just save the video and start a new one. Wrong. When I try to start a new project movie maker always crashes and then when I reopen i'm asked if I want to restore the old project; which I don't and then repeat above process. 

I've tried reinstalling and repairing from control panel but nothing is different.

I have a Surface Pro 4 running windows 10, and have no Movie Maker and cannot find a download for it anywhere...  It says on your website that its no longer supported, is there an updated version or another Microsoft software for video editing?

I know apple have iMovie, is there a Microsoft equivalent anymore?

If there is a simple way of finding or installing please advise (maybe I'm missing something obvious).
