why is microsoft security essentials keeps asking me to perform a scan after i made a scan?

I currently live in France have a hotmail.fr email account.
I will soon be moving back to the UK permanently and wondered if the french account needs changing in any way or can I continue to use it as is?

After Microsoft ended suport for windows live essentials 2012 i got a new Windows 7 and live essentials was not installed.Can anyone tell me a link to download essentials? PS ive used the 2012 instaler and it dousnt work.
I've just a new laptop and want install windows live mail, which I've used for many years. Where can I find it? I don't want to use that awful Outlook. Can you please help?
