Question about Outlook Express

Right, this is getting silly.

I am STILL getting error message 0x8DE20003 on two of my Outlook.com accounts in Windows Live Mail on Windows 10.

I have asked this question recently but not been given a fix.

Can somebody please tell me how to fix this problem - preferably from Microsoft.

I am running Norton Security and have tried disabling this - to no avail. I have uninstalled and reinstalled the program - to no avail.

I have downloaded the Windows Live Mail Diagnostic and run it - it said errors had been fixed - they haven't.

I have tried going to Uninstall Programs and repair Windows Live Essentials - it said it had fixed the problem. It hasn't.

This is now a joke. Can I please have a fix for this problem.

HELP! I'm putting together a great Mother's Day movie where I've spliced together a number of kids' interviews into coordinated segments. The project itself looks and sounds great while in Movie Maker, it saves as a project perfectly, it opens perfectly....but it's not saving correctly as an mp4 (or anything else for that matter). All my carefully selected little clips get offset somehow! If I've inserted a clip say a 4 seconds long, it will save as the same length but offset by a fraction of a second, which is enough to jumble up the entire thing!!!

I've tried saving it for computer, for high definition, to Vimeo, to Facebook, and just about every other format offered. I've even tried removing and replacing the clips in case something happened with the source. Nothing. 

Mother's Day is Sunday, and I thought I was all but done! Can anyone help?
