Question about Outlook Express

This was a Win10 crash. Had to do a reset of Win10 from administrator Login.

Windows Live Mail was deleted. All saved emails and folders are Gone :(

A list of deleted programs is on my Admin desktop.

Live mail is not on the list. Not on my taskbar. Vanished.

Can my e-mails and Folders be recovered. I do not have a current backup.

for some reason that I do not know my windows live mail will now only receive mail but will not send   error number 0x8ccc0002  appears

I updated  to windows 10 then reverted to windows 8.1.  My folders did not come back.  I have tried the compact view answer, but did not work for me.  When I click "the move to option" on the header bar I can see all my folders!  How do I copy them to their place on the opening page? 

Please help!
