Question about Outlook Express

I get the following error message when trying to send:

I am using Windows 7 and have Windows Live mail 2012. 

From 11th August onwards I am unable to send and receive mails.

The following error is showing. 

Unable to send or receive messages for the Hotmail (midhat_hussain) account.

Server Error: 3219
Server: 'https://mail.services.live.com/DeltaSync_v2.0.0/Sync.aspx'
Windows Live Mail Error ID: 0x8DE00005

Please help

I am using Windows Live 2012 within my Win 7 64 bit Windows, but recently it will not connect & download my Hotmail emails. Error:

Unable to send or receive messages for the Hotmail () account.

Server Error: 0x801941F7
Server: 'https://m.hotmail.com/Microsoft-Server-ActiveSync'

I tried setting up a different Hotmail Account within Windows Live , noticing when I went online tio Hotmail to verify that I could connect & get messages that way that it is called Outlook.Com now.

so I tried POp3.live.com Port 995 SSL that didn't work ( itried changing several options within to no avail also).  Then changed it to pop-mail.outlook.com it also didn't work. error:

Unable to send or receive messages for the Hotmail () (1) account. Windows Live Mail couldn't log on to the email server using secure password authentication. Contact your email provider and verify that it supports secure password authentication. To change this logon setting, in the folder list, right-click on the account name, and then click Properties on the shortcut menu. In the Properties dialog, click the Servers tab, and then under Incoming Mail Server, select a logon option.

Can we use windows live mail client for business purpose? if so  is it free to use or do I need to purchase a client Access licenses??

My wife uses Live Mail on her laptop. It has worked fine for many year but today her incoming mail is not displaying correctly. The messages are just a series that reads &#O,&#O, etc.

Can anyone suggest why this has suddenly started and how it can be resolved?

when trying to repair windows essentials (live not sending/receiving emails) it gets to approximately 90%, then says there's no internet connection, but there is a connection.
