I am getting the error message "Sorry we are unable to process this information right now" when I try to change my profile picture for Outlook.com. I was able to change it about two months ago, before the migration of Hotmail accounts to Outlook.com. I have tried with three browsers, Google Chrome v.27, Mozilla Firefox v.21 and Internet Explorer 10. I have tried multiple JPEG files (the original picture was ~2mb), and resized it as well to around 500kb but same issue prevails.

I even tried un-linking my skype account, but the issue persists.
