This is still a problem for me, I just want to be able to view my emails and get my contacts, I have tried to get a tech to chat with me 3 times now, and they are always busy, I have a very important email coming in that
I need to be able to get, and I have tried everything your trouble shooting says. I obviously need a new solution. I just need my important email, also, it may have been nice to let people know this may happen so they could use an alternate email address for
their important messages.

sign out of your Office 365 account, then use another Microsoft account to sign in to Outlook.com (for example, your hotmail.com, live.com, or msn.com account).
