Can’t reply or forward emails using iPhone outlook.com online using safari. Intermittently

Per the headline.  Can not reply or forward emails using iPhone 4S and outlook online through Safari. .  Get response  :  error try again 

Any thoughts ??  Has worked fine for years.  Now for several months won't work.
