My situation, and please remember I am not computer literate, is that I receive incoming emails in the Windows Live 2012 email inbox, but I cannot send emails from there.  I cannot receive emails in Outlook, but I can send from there!

Spent an hour and a half on the phone this afternoon with the provider that was a three-way conversation among me, a corporate resolution representative from the internet provider, and a senior tech support person who works for the internet provider.

At the beginning I was not receiving emails in Windows Live 2012 mail, but had to go to webmail to get them.  I also could not send from Windows Live 2012 mail, but could send from webmail.

The senior tech support person had me set up an Outlook account, and I can send from it, but not receive.

The senior tech support person at the end of this time advised me to call 800-642-7676, and when I looked up that number just now, I found my way here; I see where my using that number would lead to a scam so I won't.  The senior tech support person told me to advise the person who answered the phone at that number, "my internet provider said the problem is not the settings, they are all correct," and then go on to say where I could receive, but not send, and where I could send, but not receive.

If it helps, I am using a Windows 7 system, it was set up by a member of the Geek Squad from Best Buy, and when I sat down at it for the first time a little over three years ago, it had Windows Live Mail 2012 installed.

I really do not want to continue to use webmail.
