Hello I keep getting 'Your POP3 server has not responded in 60 seconds. Would you like to wait another60 seconds for the server to respond.'

Does anyone know how I can contact someone who works for Microsoft that could fix this problem for me, I am completely non computer literate and cannot follow any of the 'Microsoft tips' and have been unable to use the e-mail now for a week, it looks like I will have to abandon the e-mail.
