new computor trying to set up email in windows live mail. Get error message 0x800cccof. How can i fix to use windows live mail??

Have new computor with windows 7.   I have set up new emai account in windows live mail.  Keep getting errort message ID: 0x800ccc0f.  I can sent out email, but cannot receive.  How  can this be fixed???   Than ks
