I have some issues with blurryness in moviemaker

I am trying to keep game replay footage clear by cutting out the parts I want to keep and delete the rest and save it as Mpeg-4/H.264.
I am using High speed Direct X mode OpenGL

video quality is set to 75-80

resolution is set to 1920 x1080p

when I save my file with moviemaker it takes a bit then I watch it and see blurry scenes with spots then it goes away and repeats off and on sporadically throughout the video at random.....
