I have Windows 10 and Mail version 17.8241.41275.0

When I try to open a email with an attached excel workbook, a yellow bar at the top appears with the following message "We're sorry, we couldn't complete the download. Please try later. There are a Retry and Dismiss button. The Retry never works.

I assume that .xls files are blocked somewhere. How that I change that setting?
