Cannot send email with Windows Live Mail

Hi - I cannot send my email messages with Windows Live Mail.  Error ID 0x800CCCOF    The error box includes this information:  Protocol:  SMTP        Port: 465     Secure:  Yes          I am working with Microsoft Windows 10
