Can’t send emails from Windows Live Mail – Windows 10

Got a Windows 10 new PC. Downloaded Windows Live Mail. Can receive emails but can't send them. My ISP said it was the same when Windows 8 and Windows 8.1 came out but they cannot help yet?

    Live mail will not send mail/photos. Error code 0x8009C0014.
